  1. The London Borough of Tower Hamlets is seeking expressions of interest/Quotations from a suitably qualified individual or from an experienced organisation to act as an Independent Tenant Advisor to provide advice and support to Tower Hamlets tenants and leaseholders as part of an options appraisal for the future management of its stock.
  2. Improving housing is a key priority for the Mayor of Tower Hamlets, and the Council is evaluating the best way to deliver and maintain social housing in the borough in the future. A Housing Options Appraisal (OA) initiated by the Mayor will determine the best option for the delivery of services for the stock owned by LBTH, and managed by Tower Hamlets Homes (THH) since July 2008.
  3. The Council is committed to meaningfully involving residents in the process of arriving at a housing management model that best meets the needs of all key stakeholders. It recognises the importance of making sure that residents are able to feed in their views and priorities to the appraisal, so that these are paramount in any decisions taken. This will be achieved through a full postal survey and supporting qualitative research to be undertaken in September 2011.
  4. The role specification sets out the role that suitably qualified organisations are invited to tender for. In doing so, the Independent Tenant Advisor is invited to respond to and cost for the approach adopted in the specification.
  5. The role specification will form part of the contract to undertake the role of Independent Tenant Advisor which will be entered into with the selected organisation.
  6. The anticipated contract start date is Monday 15 August 2011 and will end on Friday 14 October 2011.
