Reward funding from the 2007 Local Area Agreement – Tranche II

The City Together Board allocated £127,000 in March 2011 to successful applicants in the first round of funding. The second tranche of £127,000 is now open to applications.

The principles of the allocation process are as follows:

  • A total of £127k (25% of the TCT Board’s share of the total reward) was allocated by the TCT Board in March 2011.
  • A second tranche of £127k will be allocated through this bidding round by the Board in December 2011
  • To encourage smaller or more localised projects, bids would be notionally capped at £25k each although the Performance Management Group (PMG) decided to reserve the right to recommend larger projects in the event of an exceptional bid.
  • As funding will not be available until late 2011, it has been agreed with the Chamberlain’s Department that any funding unspent at 31/3/12 will automatically be carried forward to 2012/13.
  • The remaining 50% (£254k) will be held back for 2012/13.

Bidding timetable and procedure
Bids can be received from any CoL Department and/or TCT sub group as well as from CoL partners (such as residents’ groups or third sector organisations). For the latter any bids should be submitted via the relevant TCT sub group or CoL Department. Bids received direct will not be accepted but will instead be passed onto the appropriate group.

Bids should be submitted to the Town Clerk’s Corporate Performance and Development Team by the end of October 2011 for consideration by the PMG at its meeting in mid November 2011. Recommendations will then be made by the PMG for approval by the TCT Board at its next meeting (currently being scheduled for December 2011).

Applications will use a standard template (Annex B). The template contains suggestions as to the information that might be contained in a well constructed bid. Also attached are some contextual questions that bidders might consider when drawing up their application.

Applications will be assessed against a range of criteria including value for money, links to strategic priorities, deliverability, and level of community engagement. These are shown at Annex C. The more criteria the bid meets, the stronger the bid. We are also looking for an initial risk assessment. We accept that at this stage it is difficult to judge all the likely risks to delivery but there are some areas where an initial assessment should be possible.
